Iraq is not ready to take back around 2 million refugees and the government in Baghdad shouldn't be rushing to lure the returnees home with free plane tickets and bus rides. Refugees International is also urging the U.S. to pressure Iraq to do more to support Iraqis who fled abroad to escape violence at home and cautions that few of them are willing to return.
